The Governor suggests a different

construction of the Convention which, if it is

sound, would relieve him of the difficulty about

expropriation, but not about fair price. Apart

from that he does not, it seems to me, attempt to

refute the principles which we laid down in our

despatch. He seems to take a much broader view

and says, as I understand it, that whatever the

Convention means, and whatever expropriation

the fact meane, and whatever fair price means, remains that it was highly desirable that these improvements should be made, that they could not have been made if the people expropriated had to be given what we regard as a fair price, that the petitioners have not really suffered any serious 1088 and that anyhow they have been treated better than they would have been treated by the Government

of China.
